2010-11 Winter Outlook from NOAA
The National Oceanographic and Atmospheric Administration (NOAA) has issued its winter outlook for the 2010-11 season. The Pacific Northwest southward to California and the northern Plains are expected to be colder than normal as a result of La Nina (the cooler than normal surface ocean temperature phase in the central Pacific or in general, the opposite of El Nino). The southern tier of the US should experience warmer than normal temperatures. Elsewhere, there will be equal chances of experience either warmer or colder than normal temperatures. The Northeast is more influenced by the North Atlantic Oscillation and this circulation can vary in a week or two.
